Since the introduction of managed long-term services and supports (MLTSS) were originally introduced to intellectual and developmental disabilities services in the 1980s, the field has struggled to include the IDD population in traditional MLTSS service structures. The complexity of ensuring outcome-based services for this population has proven challenging in many states.
